Fund Compliance Upgrades at the Regional Wastewater Treatment Facility in Edwards

If approved, the proposed measure would authorize a general obligation (GO) bond to provide funding for state mandated upgrades at the Regional Wastewater Treatment Facility in Edwards.

The Regional Wastewater Treatment Facility is the only facility that treats wastewater solids for the entire ERWSD service area from East Vail to Edwards, including Minturn. Components of the facility are aging and must be upgraded and expanded by 2029 to comply with Colorado Regulation 85 aimed at reducing nitrogen and phosphorus in state waters.

This project is a state mandated investment to maintain compliance, safeguard our environment, protect public health, and ensure vital infrastructure keeps working for future generations.

The real question isn’t if we fund it, but how we make it happen.

The estimated cost of the Regulation 85 upgrades is $93 million. ERWSD will need to issue a bond to ensure the project is completed by the regulatory deadline. A bond is a form of borrowing, similar to a loan or mortgage, that is repaid over a set period.

ERWSD can fund the Regulation 85 upgrades through either:
- Ballot Issue 6A – repaid through a mill levy on property taxes assessed on all property owners in the District.
- Revenue Bond – repaid through rate increases collected from customers
